The gunman was armed with a rifle and a handgun, Deputy Chief Eric Dalgleish said.

"It appears both weapons at one point or another were fired," Dalgleish said.

"We are still trying to confirm his identity."

It is not known whether the gunman was trying to target a particular individual.

Police were called at 4.52pm and arrived at 4.56pm, Dalgleish said.

It is believed the gunman died of a self-inflicted gunshot wound.

No officers were injured.

Emergency personnel respond to a shooting at the Natalie Medical Building in Tulsa, Oklahoma.

The gunman was described as a Black man estimated to be in his late 30s.

Hospital CEO Clint Robertson's voice cracked when he addressed the media.

"We're an organisation that believes in the power of prayer," he said.

"There is nothing that this community can do is pray for the families and the loved ones and the victims of this senseless act."

Police spokesman Richard Meulenberg said the building was being evacuated.

"We have multiple floors… with hundreds of rooms and hundreds of people within the building," he said.

"We're treating this as a catastrophic scene right now."

The building where the shooting took place is a outpatient surgery centre and a breast cancer clinic.

With a population of about 400,000, Tulsa is the second-largest city in Oklahoma.

Tulsa Mayor PT Byrnum cited the importance of the facility, especially during the COVID-19 pandemic.

"I also want to express our community's profound gratitude for the broad range of first responders who did not hesitate to act today," he said.

"This campus is sacred ground for our community."
